Job Purpose
To lead the design, institutionalization, and continuous strengthening of the organization’s Development Impact Measurement and Monitoring Framework, ensuring rigorous tracking, evaluation, and reporting of socio-economic outcomes arising from financed interventions.
The role safeguards the integrity of impact data and strengthens evidence-based decision-making across the investment lifecycle.

Strategic Accountability
- Drive institutional development impact measurement aligned to strategic objectives and national development priorities.
- Ensure funded interventions demonstrate measurable economic, social, and environmental outcomes.
- Strengthen accountability to stakeholders, funders, regulators, and development partners through credible impact reporting.

Key Responsibilities
1. Impact Framework & Strategy
- Review and enhance the institutional M&E and Development Impact framework, including Theory of Change and Results Framework.
- Align impact indicators with strategic pillars, high-impact goals, and sector priorities.
- Develop annual impact measurement plans linked to the investment pipeline.
2. Investment Lifecycle Integration
- Provide impact input into project appraisal processes.
- Review development impact assessments embedded in funding proposals to ensure realism and additionality.
- Support structuring of measurable impact indicators at approval stage.
- Ensure baseline, midline, and ex-post evaluations are conducted for selected interventions.
3. Data Systems & Analytics
- Oversee design and deployment of digital data collection tools and field monitoring systems.
- Ensure geo-tagging and verifiable project data capture.
- Maintain an accurate and reliable impact database.
- Analyze sector performance trends and generate insight reports for management.
4. Portfolio Monitoring & Reporting
- Monitor performance of funded projects against development targets.
- Compile quarterly and annual Development Impact Reports.
- Prepare lessons-learned reports to inform investment strategy refinement.
- Prepare impact reporting for externally funded programs and blended finance facilities.
5. Knowledge & Learning
- Produce policy briefs, impact notes, and thought leadership materials.
- Institutionalize learning loops into credit, appraisal, and sector strategy processes.
- Lead internal capacity building on development impact measurement.

Authority
- Provide independent advisory input to Management and Board Committees on development impact performance.
- Guide investment teams on impact structuring and reporting standards.

Qualifications
- Master’s degree in Monitoring & Evaluation, Development Economics, Impact Assessment, or related field (required).
- Bachelor’s degree in Economics, Statistics, Quantitative Economics, or related discipline.

Experience
- Minimum 8 years in impact measurement, research, or development finance.
- At least 5 years in a leadership role.
- Experience within a Development Finance Institution (DFI), multilateral agency, or donor-funded program is highly desirable.
